Finnish Energy supports the objective of simplification to ensure the continuity of supply of critical assets for the energy infrastructures, which is crucial for advancing the energy transition and reaching the ambitious targets set by the European Commission. Finnish Energy supports simplification of the procurement rules, while we want to stress the importance of having a separate legal instrument on procurements by entities operating in the special sectors, including the energy sector. Merging the general procurement directive (2014/24/EU) and the directive on special sectors (2014/25/EU) into one legal instrument would, at least in the long term, likely lead to unnecessary and damaging restrictions and increased administrative burden. Finnish Energy does not support imposing mandatory green or social criteria, and any additional requirements in this area should remain optional.
