In a nutshell the brochure is about combined heat and power production (CHP-production) and its benefits. In Finland CHP-production is used a lot in industry and district heating and the country is one of the leaders in CHP-production. Over the past ten years investments in bio fuel-fired CHP-plants have been significant and the future of CHP-production seems bright. There is a huge potential worldwide for knowledge of district heating and CHP-production.

The purpose of this network recommendation is to facilitate the connection process of micro-generation for all parties concerned. This recommendation includes the technical requirements of connection, and it also provides information about the necessary contracts, metering, division of costs and entry to the micro-generation market. It only focuses on very small-scale generation, so-called micro-generation.

This report examines the implementation of processes on the customer interface in the Finnish electricity retail market. The report defines the most important retail processes and the parties responsible for them. The examined processes include for example billing and metering. Also the data flows between market actors are studied, as well as the visibility of the processes to the customers. The report also estimates how applying the supplier-centric market model would change the processes.

Finnish Energy Industries (ET) has in its earlier statements emphasized the importance of a liberalized market and level playing field as preconditions for deeper market integration with surrounding electricity markets. One of the latest cases was the cable project of United Power. ET stated that the current production conditions in Russia are not of same level as in European Union with regard for example power plant security, environmental issues, ensuring the security of supply and reciprocity, and that the Russian actors would therefore have a distorting competitive advantage. The above issues would have needed to be solved before expanding import from Russia.

The issue of congestion management methods in the Nord Pool area is continuously being discussed. The recently finished study ordered by the Nordic Council of Ministers (NCM) has made the subject especially current. The study suggests using 11 price areas instead of the current 7 price areas. In Sweden, Svensk Energi (SE) has announced that the decisions concerning the number of areas should not be made before the investments of the Nordel 2004 plan are completed. Earlier SE was strictly against dividing Sweden in two or more price areas.

The national district heating strategy aims to improve the economic and operational success of district heating companies in the rapidly changing operating environment with the aid of common policies and measures. The strategy also provides guidelines for the Finnish Energy Industries to support the development of the district heating sector. Several development projects will be launched on the basis of the sectoral strategy.
